Proposed Ammendments to the National Chukah by
my friends and I
Whereas: Young Judaea Year Course is
instrumental to the goals of the zionism and peer leadership in
Yehudah Hatzair.
And Whereas: The Mazkiruit Merkazit represents the highest form of peer leadership in Yehudah Hatzair.
And Whereas: The decision to run for a position on Mazkiruit Merkazit is the decision to make a commitment to Zionism and Israel as well as a committment to the T'nua.
And Whereas: The Mazkiruit Merkazit provides a dugma ishit to the chaverim ofYehudah Hatzair durring and after their time in office.
Be it reccomended that: Members of the Mazkiruit Merkazit must participate in the Young Judaea Year Course program.
And be it ammended that: A sentence shall be added after the the first sentence of Article Two, Section Eleven reading, "Prior to election, candidates for the Mazkiruit Merkazit must sign a letter of consent saying that if elected, he or she will participate in the Young Judaea Year Course program for the academic year immediatally following graduation of high school."
Whereas the movement known as FZY in Great Britain is the sister movement of Yehudah Hatzair, and
Whereas many of our Israel programs are done in cooperation with FZY, and
Whereas no existing policy officially ties FZY to Young Judaea,
Be it ammended that article Fifteen be added to the Yehudah Hatzair Leumi Chukah, which will read as the following:
ARTICLE FIFTEEN
YEHUDAH HATZAIR RELATIONSHIP TO FZY
SECTION ONE: FZY is the sister movement in Great Britain to Hashachar. Having contact with Zionists and Judaeans in foreign countries enhances our understanding of one another and strengthens our connection to Jews around the world.
SECTION TWO: An exchange program of tsevet machanot has been established where FZY members of the appropriate age work at Yehudah Hatzair machanot during the summer. In addition, members of Yehudah Hatzair are encouraged to work at FZY machanot when the number of FZY machanot is great enough to need additional staffing.
SECTION THREE: All Israel programs of Yehudah Hatzair (i.e. Machon in Israel, Israel Discovery, and Yearcourse) will be held with FZY chaverim.
Whereas the Merakez/et Pirsumim has an important role in the movement, as s/he is responsible for communication within the t'nua,
Be it ammended that Artcle Two, Section Seven be revised to read as the following:
SECTION SEVEN: a) The Merakez/et Pirsumim is a member of the Va'ad Tafkid. S/he is responsile for the following: 1) Publishing no less than six editions of Kol HaT'nua anually; 2) Publishing at least one Ma'ayan (literary magazine) annually; 3) Sending a copy of all appropriate publications of Kol HaT'nua and Ma'ayan to Kibbutz Ketura and sending a copy of the Ketura newsletter to all Merekzei Chinuch L'Bogrim if possible; 4) Keeping the Yehudah Hatzair Lumi Chukah accurate and up to date, with the authority to edit portions of the Chukah for clarity but NOT content (editing is subject to review by the Mazkirut Merkazit and can be unrevised by a simple majority vote of the Mazkirut Merkazit or a Veida Leumi); and 5) Heading the Va'ad Pirsumim.
b) The Va'ad Pirsumim shall be established yearly by the Merakez/et Pirsumim. The Merakez/et Pirsumim may select any chaver/a t'nua whom s/he she sees fit to serve on the va'ad, with the ability to discontinue any member of the va'ad for any reason. The Va'ad shall be responsible for aiding the Merakez/et Pirsumim in publishing, editing, and writing for Kol HaT'nua and Ma'ayan. In addition, the Va'ad shall try to keep an open communication with all chaverim t'nua through electronic communications as they are available.
c) The Merakez/et Pirsumim shall include the following in all editions of Kol HaT'nua: 1) Reports from all Merchav representatives; 2) Reports from all membes of the Va'ad Tafkid; 3) No less than one article on social action as written by the Tikun Olam Artzi; ; and 4) Advertisements for upcomming National events, such as Veidot Leumiot and National Social Action Day(s). It is also recommended that s/he attempt to publish a least one letter from a chaver/a on Yeacourse, in addition to a regular report from Kibbutz Ketura if available.
Whereas Social Action plays a major role in Yehudah Hatzair, and
Whereas number nine of the preamble to the Yehudah Hatzair Leumi Chukah states, "Protection of human rights everywhere, as expressed through social action on behalf of Jewish and other causes"
Be it resolved that the existing Tikun Olam Artzi and the Mazkir/a Leumi shall be responsible for planning at least one Social Action Day where all regional Mazkiriot would be responsible for implementing a similar Social Action Project.
Whereas tarbut (culture) is a vital part of the t'nua, and
Whereas we are currenty in a situation where culture needs to be spread on a nationwide level, and
Whereas there is currently no Tarbut Artzi Leumi position, nor is there a Va'ad Tarbut,
Be it resolved that the position of Tarbut Artzi Leumi be established with the intent of spreading culture throughout the movement. The Tarbut Artzi shall be responsible for the following: 1) Compiling kits on Zionism, Judiasm, and other themes of the t'nua and circulating these kits to regional mazkiriot; 2) Stressing any principles found either in the preamble or in the policy papers of the Yehudah Hatzair Leumi Chukah; 3) Implementing curtural theme ideas on a National level; 4) Organizing and selecting members to serve on the Va'ad Tarbut; and 5) Programming no less than one peulah during Veidot Leumiot regarding Zionist and Jewish culture. The Tarbut Artzi does not have to be an inlying member of the Va'ad Tafkid.
Be it further resolved that a Va'ad Tarbut be established with the intent of aiding the Tarbut Artzi Leumi in his/her tafkid. Members of the Va'ad shall be selected by the Tarbt Artzi who shall head the Va'ad.
Whereas Social Action is a vital part of Yehudah Hatzair, and
Whereas the preamble of the Yehudah Hatzair Leumi Chukah currently includes the following the principles:
8. Moral commitment of the individual to better society in all ways, through his/her Jewish values, and of the Zionist to work within the Jewish community.
9. Protection of human rights everywhere, as expressed through social action on behalf of Jewish and other causes.
and, Whereas a Tikun Olam Artzi Leumi position was passed at Veida Leumi Choref 1995,
Be it ammended that the following section be added to Article Two of the Yehudah Hatzair Leumi Chukah and the following sections be renumerated accordingly:
SECTION EIGHT: The Tikun Olam Artzi is a member of the Va'ad Tafkid. S/he is responsible for the following: 1) Implementing no less than one national social action project in cooperation with the Mazkir/a Leumi, in addition to planning one social action project or peulah at all Veidot Leumiot; 2) Planning a National Social Action Day where all regional Mazkiriot will participate in similar social action projects on or near the same day; 3) Setting guidelines and standards for social action in the regions; 4) Putting out kits on current events; 5) Writing no less than one article on social action in every edition of Kol HaT'nua during the year; 6) Encouraging recycling at all Veidot Leumiot; and 7) Coordinating and aiding the efforts of the regional Tikun Olam Artziot. The Tikun Olam Artzi does not have to be a inlying member of the Va'ad Tafkid.
